How to fill the prepaid mobile phone cards? Hmm, don't know that, but I'd suggest going to the shops of the telecommunication firms (Elisa, TELE2, EMT) and asking about it there. I know that you can buy the "filling cards" that have a specific number on them. You take the card out, check the number and send it via SMS to the phone number on the "filling card".

However if you plan to stay here a bit longer I'd reccomend a contractual agreement with one of the telecommunication companies. It is as cheap as prepaid cards, if not cheaper.
